The previous shelter facility on City Drive in Orange was over 74 years old when I joined the fight for reform at OCAC. At that time, the dog kennels were all outdoor only, in a permanent state of disrepair, and we were documenting up to 200 empty kennels on any given day, while cats were housed in poorly ventilated makeshift trailers.
