Huntington Beach touted its zero-cost departure from Orange County Power Authority (OCPA), but OCPA kept nearly $50 million of the city’s money to continue operations.  Now Irvine’s pending departure puts Huntington Beach on the hot seat, and spells the likely end for the embattled green energy retailer.
