Dear city officials, if you hire people with a track record of dishonesty and incompetence, you’re responsible for the consequences. If you are in favor of good governance and a good shelter you must make two demands: First, get rid of toxic managers. Second, transparently implement the Strategic Plan.

Lamirande: Orange County Government Makes Bad Decisions About Safety – and the Animal Shelter
Buried in OC’s bureaucratic jungle, crucial decisions are made with no citizen input, no explanation, and no evaluation. The “CEO Risk Management” office failed in matters ranging from a billion-dollar wildfire to the welfare of animals in the county shelter. Days ago, two dogs died in a county transport van. We must put an end to this culture of incompetence.
Lamirande: OC Animal Care Must Implement Existing Strategic Plan to End the Killing of Adoptable and Treatable Dogs
I am writing to strongly urge the implementation of the existing Strategic Plan at Orange County Animal Care (OCAC). This will address and ultimately end the needless killing of adoptable/treatable dogs.
Lamirande: OC Cities are Badly Served by the County Animal Shelter. Is Reform Possible?
Residents paid OC Animal Care $5.8 million in license fees. On top of that, OC cities paid $15.7 million out of their budgets. The county bureaucracy collected $8.4 million in admin costs. Supervisors Nguyen and Sarmiento, representing high-paying cities, are pushing for a better shelter. Supervisor Foley is protecting the mismanagement.
Lamirande: If It Wants to Meet Industry Standards, the OC Animal Shelter Needs More Frontline Staff
The OC shelter doesn’t have enough Animal Care Attendants to clean, feed, walk animals, handle visits, counsel potential adopters, and keep people safe. The shelter should listen to the experts, triple the number of frontline staff, and meet the goals of its own Strategic Plan.
Lamirande: OC Animal Shelter’s Policies Are Proving Deadly For Animals
OC Animal Care’s (OCAC) practice is pushing out animals in need of care to rescues to improve their numbers on live outcomes. Rescues are usually cash strapped, overloaded and constantly in search of donations to fund their organizations efforts. The shelter can and should do better – by following its Strategic Plan.
Lamirande: Volunteer Mauled by Dog at Orange County Animal Care, While Mismanagement Worsens
Gross mismanagement at OC Animal Care is causing unsafe conditions for volunteers, kennel staff, and the animals in their care. Recently, a volunteer suffered a life-threatening attack by a dog deemed highly adoptable. How much worse do things have to get before there’s real change?
