Handy and Gonzàlez Montaner: Irvine’s Libraries Were Fated to a Funding Shortfall Long Before RCV Reached the Dais

A recent opinion piece pits ranked choice voting (RCV) against Irvine’s new library system. The author suggests the Councilmembers championing RCV are distracted from the more pressing issue of library funding.
