While there’s some positive change in the shelter, serious problems remain. OC needs to be transparent about the implementation (or not?) of the shelter’s taxpayer-funded Strategic Plan. It also needs to value its experienced volunteers, instead of restricting them to crowded walkways and yards deteriorating into mud pits.
