Boyer: The OC Animal Shelter’s Obsolete Policies Put Volunteers, Staff, and Animals at Risk. Use the Strategic Plan and Put an End to Mismanagement!

Before the hangar fire, the OC animal shelter was overcrowded and understaffed – a ticking time bomb.  It was an unsafe working environment for kennel staff and volunteers and an unsafe living environment for the animals.  With the emergency over, the county should fix the shelter’s broken policies to avoid another crisis.
