Supervisors Spitzer and Do: Reward Those Who Helped in Apprehension of Jail Escapees
(Orange County, CA) – Supervisors Todd Spitzer and Andrew Do directed the County to present rewards to those who helped with the capture of escaped inmates Hossein Nayeri, Jonathan Tieu and Bac Duong. Now in custody, the inmates had escaped from the Central Men’s Jail in Santa Ana.
The Agenda Staff Report prepared by Spitzer and Do, filed today, states that Matthew Charles Hay-Chapman provided specific information to law enforcement that directly led to the immediate apprehension of escaped inmates Hossein Nayeri and Jonathan Tieu and that he is therefore lawfully entitled to collect the reward for their capture. In addition, the Board will determine the amount of the reward for Mr. Hay-Chapman, up to $100,000.
On a vote of urgency, Supervisor Todd Spitzer made the motion and Andrew Do seconded the motion to offer the financial reward for up to $50,000, as to each escaped inmate for information leading to the apprehension of jail inmates at the January 26th Board meeting. The FBI and U.S. Marshals Service originally posted a $50,000 reward for information leading to the capture of the three men.
“Knowing that the timely capture of the jail escapees was critical to protecting the public, my colleagues and I acted quickly to partner with Sheriff Hutchens and pledge $150,000 from the County to increase the reward to $200,000. We were proud to lend her our full support in order to apprehend the fugitives,” said Supervisor Todd Spitzer.
“The public’s engagement provided law enforcement with the information necessary to capture these fugitives,” said Supervisor Andrew Do. “Authorizing the reward is only part of our ongoing review process to ensure that we prevent anything like this from happening again.”
Last week, Supervisor Todd Spitzer issued a letter to Orange County Sheriff Sandra Hutchens requesting an expedited status report on the security of the roof at the Central Men’s Jail. The Board of Supervisors is scheduled to receive the update in closed session at the Board meeting scheduled for February 23.
