At the City Council City this evening May 9th, Councilmember Stephanie Klopfenstein and Mayor Pro Tem Phat Bui will request the City Council to pass a resolution at the next meeting to oppose the California State Assembly Bill AB22 which was narrowly passed yesterday. This bill will eliminate a part of the law that permits public employees to be fired for being a member of the communist party.
The City of Garden Grove has over 80 thousand and the State of California has more than a million Vietnamese Americans – many of whom are victims of the Vietnam Communist government. When immigrants are naturalized as US Citizen, they are required to pledge under oath NOT to join the Communist Party.
There is no freedom of religion, no freedom of speech, and no democracy in Vietnam and China. The communist governments there continuingly brutally abuse, attack, wrongfully imprison, and murder thousands of innocent citizens. Recently the Vietnamese government is listed by the United Nation and the US government as one of the top offenders of human rights. The US Congress recently passed a law to confiscate the US assets of Vietnamese communist officials who violate human rights.
Accordingly, given these human right violations, coupled with the fact that people who are to become US citizens must take the oath not to join the Communist party, it is wrong and inapproriate for the State of California to signal to these brutal governments that it’s alright for them to continue to oppress their people, stripping away the citizen’s rights to religious freedom and free speech
This resolution will strongly urge the California State Senate and the Governor to abolish the Assembly Bill AB22.

Vào buổi họp Hội Đồng Thành Phố Garden Grove tối nay Thứ Ba ngày 9 tháng 5, Nghị Viên Stephanie Klopfenstein và Phó Thị Trưởng Phát Bùi sẽ yêu cầu Hội Đồng Thành Phố duyệt sét một nghị quyết vào buổi họp kế tiếp để phản đối dự luật AB22 của Tiểu bang California. Dự luật này vừa được biểu quyết thuận vào hôm qua và sẽ loại bỏ một phần của luật cho phép nhân viên chính quyền có thể bị sa thải nếu là thành viên của đảng cộng sản.
Thành Phố Garden Grove có khoảng 80 ngàn cư dân Việt và Tiểu Bang California có hơn một triệu người Mỹ gốc Việt – phần lớn là nạn nhân của chính quyền Cộng sản Việt Nam. Khi người di dân được vào quốc tịch Hoa Kỳ, họ phải cam kết và tuyên thệ “KHÔNG tham gia vào đảng cộng sản”.
Ở Việt Nam và Trung Quốc, người dân không có tự do tôn giáo, quyền tự do ngôn luận, và không có dân chủ. Chính quyền cộng sản ở đó vẫn tiếp tục đàn áp tàn bạo, tấn công, bỏ tù bất hợp pháp, và giết hại công dân vô tội. Gần đây Liên Hiệp Quốc và Chính Phủ Hoa Kỳ Việt Nam liệt kê CSVN là một trong những người vi phạm nhân quyền hàng đầu. Quốc hội Hoa Kỳ mới đây đã thông qua luật để tịch thu tài sản tại Hoa Kỳ của các viên chức cộng sản Việt Nam đã vi phạm nhân quyền.
Do đó, việc Hạ Viện California thông qua dự luật AB22 là sai trái trầm trọng và cho nhà cầm quyền Việt Cộng tưởng rằng họ có thể áp bức dân chúng, tước đi quyền tự do tôn giáo và tự do ngôn luận của công dân, mà không bị tiểu bang California phản đối.
Nghị quyết của TP Garden Grove sẽ yêu cầu Thượng Viện Tiểu bang và Thống Đốc California bãi bỏ dự luật AB22 của Hạ Viện.

Mayor Pro Tem Phat Bui was elected to the City Council in 2014. He now served District 4. Prior to joining the City Council, he served as a Garden Grove Planning Commissioner from 2010 to 2012.
Councilmember Stephanie Klopfenstein was elected in 2016 to represent the residents of District 5.
