Chapman University Law Professor Mario Mainero writes that with weak campaign finance enforcement by Orange County District Attorney Tony Rackauckas, citizens of Orange County need to step and support a ballot initiative that provides a better enforcement approach by establishing a local commission to oversee campaign spending.
