Reapportionment, the once a decade drawing of legislative district maps, is currently done by a bi-partisan commission of regular citizens. Such was not the case in 1971 when before real time computers and the internet, new districts were drawn in secret by a small group of technocrats and the liberal icon from San Francisco, Rep. Phillip Burton. This is a behind the scenes glimpse into that process.
