Irvine Mayor Larry Agran convened a special city council session on Sept. 30 to urge the City of Irvine to lead other communities in Orange and San Diego Counties in developing a plan to better secure the 3.6 million pounds of highly radioactive nuclear waste stranded at San Onofre.
