Santa Ana is preparing to adopt a long-awaited public art and preservation policy. At a time when arts funding is shrinking and cultural histories are contested nationwide, the city has an opportunity to protect murals like Chicano Gothic, honor artists like Emigdio Vazquez, and transform Santa Ana into California’s open-air museum.
