Diane Goldstein, a retired police Lt. Commander who is now an executive board member for the Law Enforcement Action Partnership (LEAP), writes that county officials are wrong to rely on simple bans of cannabis cultivation in Orange County because they simply spur black markets and crime. County supervisors are scheduled to take up the issue Tuesday.
